Resources are read-only documents an agent can pull into context with resources/read. The rule fragments are the same texts composed into the system prompts of CRM & Studio's own agents — reading them is how an external agent learns the platform's conventions (schemas, templates, elements, security). Each rule is also rendered as a page in the Generative section.
A client that speaks MCP tools but not resources reads the same texts with the readRule tool: {name: "css-scoping"} returns drop-core://rules/css-scoping, all the concatenation, agents the agent guide, and a full drop-core://… URI works too. The tool's description lists every rule name, so it needs no resources/list first.
